"Yuan\'an is rich in resources and enjoys an exceptional advantage of industrial base in Hubei province. On the basis of scientific exploration, development, utilization and protection of phosphate rock resources, the Development Plan of China Eco-phosphorus Capital will unify economic effectiveness, ecological benefit and improving people\'s livelihood ..." At a recent reviewing meeting held in Yuan\'an County, the experts all supported Yuan’an to build up a first-class brand in the phosphorus chemical industry in the province and approved the plan.

　　Yuan\'an County has rich phosphate rock resources. The proven reserve of phosphate rock resources reaches over 1.052 billion tons. The total reserve is expected to reach 1.9 billion tons. Yangliu Phosphate Mining District in Hehua Town is the single mine with most phosphate rock in China at present and the largest single phosphorus bed in Asia, with an average grade of 24.78%, an initial explored reserve of 575 million tons in the mine and the potential economic value of more than 100 billion RMB. Phosphorus chemical industry has become the main economic source of Yuan\'an. In 2013, Taxes from phosphorus chemical enterprises accounted for nearly 50% of the county\'s revenue.

　　According to the Development Plan, the county will build itself into a China Eco-phosphorus Capital in three steps with the goal of "green mine, harmonious mine lot, new eco-county and happy Yuan\'an". It will focus on improving the capacity of phosphorus resource exploitation, beneficiation and processing, forming the mining capacity of 800 tons / year and achieving an overall output value of 30 billion RMB or more in phosphate industry by 2016. It will make a comprehensive push toward the construction of two national-level standardization mines, three above provincial-level standardization mines, phosphorus industrial corridors and national major phosphorus industry bases by 2020. By 2030, it will highlight sustainable development, with a stable annual mining capacity of 8 million tons, an overall output value of 150 billion RMB in phosphorus industry and basically complete the construction of China Eco-phosphorus Capital.

　　To strengthen the hardware support, the county will conduct a comprehensive upgrading of feeder roads in Saiqi, Yanchi and Shennong Mines connected to Baoyi Main Road, newly construct and expand a 220KV power transmission and transformation station, a 110KV transformer substation, 5 35KV transformer substations in mines, 2 new regulatory stations of mineral transportation and sale, a regulatory center of and 3 regulatory substations of mineral transportation and sale. Now Panjiugong Transformer Substation and Regulatory Station of Mineral Transportation and Sale are under construction.

　　In the process of building itself into a China Eco-phosphorus Capital, Yuan\'an will focus on ecological, green and sustainable development, minimize damage to the environment and maintain the unique ecological environment. At the same time Yuan\'an will create a lot of job opportunities, make people get together in urban area so as to create a good opportunity for perfecting urban functions and developing special and efficient modern agriculture, and achieve a qualitative leap in new industrialization.
