The symposium, which is of great significance, is held at a time when the whole city is learning the core of the Fourth Plenary of the Eighteenth Central Committee, the national economical development has entered a new stage, and the all-around reform has been continuously deepened. The theme of the symposium is “adhering to the leading position of the rule of law and deepening reform and innovation in order to build Yichang into a mega-city”. Our practices prove that it is necessary for us to think out of the box occasionally and consider rationally and systematically about the key problems that determine the whole situation. Like an old saying goes “Sharpening the axe will not delay your work of cutting woods, at the symposium we can voice our opinions freely and discuss with each other openly, which help us understand what we have achieved in order to work out our future plans scientifically. Also it can also help us to distinguish advantages from disadvantages, and to clarify our thinking about our ultimate goal. In this way we are more capable of doing a better job.
It is the third year that the municipal CPC committee implements the modern mega-city strategy named “being big, developed, outstanding, and beautiful”. In the first year, we focused on thinking through the theoretical issues such as the goal, ideal, strategy and approaches; in the second year, we clarified our thinking in how to build the mega-city, and ensured that the priorities are to given to reform and innovation, structural optimization, simultaneous development of Four Modernizations, and people’s livelihood improvement. On the basis of the practical experiences that we had learned since the Third Plenum of the fifth Municipal committee congress, this symposium is aimed at learning and implementing the decisions made at the 18th National Congress, the Third Plenum of the eighteenth Municipal committee, the Fourth Plenum session, and to grasp the core spirit of the speeches delivered by President Xi Jinping. All people in the city are required to adhere to the rule of law and transfer the economic development mode. With stronger responsibility, determination, strength and action, we will speed up the pace of the development of the mega-city.
To begin with, I’d like to take this opportunity to talk about something that most of you are concerned about: firstly let us review the construction process and our achievements in the past two years; secondly let us explain the strategic goal of mega-city.
First of all, let us review the historical process as to how we made up our minds to build Yichang into a mega-city. Firstly a blueprint was set out and examined carefully and scientifically. It aroused the concern of top leaders and then was promoted by the provincial government by listing it as one of the provincial-level strategic projects. To be specific, in Dec 2011, the Fifth Yichang Community Party Congress declared clearly that the goal is to build Yichang into a city with developed economy, prospering culture, beautiful environment, and social harmony, which is both good for living and sightseeing. In June 2012, the Yichang mega-city modernization plan was officially written into the Hubei CPC Congress and issued as a provincial strategy; in December 2012, the Third Plenum of the Fifth Congress of Yichang City set out the goal, ideas, concept and approaches of building Yichang into a mega-city and established the developing strategy of “being people-oriented, and achieving post-modernism, industrialization and urbanization at the same time” as well as the development model called “opening-up going first, innovation-driving, market-leading, talents-guidance, and integration of urban and rural areas”. For the past two years, under the leadership of the municipal government, the Yichang people have made great efforts to cope with the huge economic pressure and political difficulties, taking advantages of the follow-up construction of the Three Gorges Dam, the national development plan of the central China and the city group development in the Yangtze River new economic zone. We have made progress in all aspects of the society, although the obstacles are much more than what we had thought. The accomplishments are as follows: the economic index of Yichang is higher than the average of the province and the country and also plays a leading role in the central China; the GDP remains the second in Hubei and the central China, the fourth in the Yangtze River Valley area; the GDP in 2013 comes closer to our model cities Luoyang and Zhengjiang; the local public financial revenue exceeds 200 billion yuan, coming after Wuhan and ranking the second in the Province; and GDP per Capital exceeds $ 10,000. The introduction of some industrial projects which are worth above one billion yuan such as Guangzhou Zhongxing Auto project, Nanbo Fine Glass project, Xingfa Fine Chemical Industrial Park and Lingyun Aircraft Maintenance stimulated the development of the regional economy. Yidu, Yiling, Dangyang and Zhijiang are in a list of Economically Strong County in Hubei Province, and Yidu even enters the national list; 17 counties in Yichang, the largest number compared with the other cities in Hubei Province, have become the provincial-level Economically Strong County. All of these alleviate the difficulties in some enterprises and ensure the development of the whole city. Second, we have transformed economic development mode and promoted innovation. When Party Secretary Hongzhong and Governor Guosheng come to Yichang to make on-the-spot inspection, they all thought that Yichang did a good job in Green development and industry upgrading. The investment of fine chemical industry and biomedicine exceeded 100 billion yuan in 2012; the investment of advanced equipment manufacture is expected to exceed 100 billion yuan this year. The market subject is growing so fast and many competitive and influential enterprises also appear. There are three enterprises listed among 500 Giants of China Private enterprises, which is rarely seen in the whole province and country. In terms of tourism, the number of 5A scenic spots grows from 2 to 4; as prefecture-cities, Suzhou owns 6 scenic spots, and Yichang and Luoyang own 4. A lot of important transportation vehicles have developed in four aspects: railway, waterway, traffic way and air way. The Three Gorges airport has updated to a medium-sized airport. Third, Yichang New District, Yichang High-tech and New District, the Three Gorge tourism area and Three Gorge Hub Port area have a good beginning. In the past two years, the start-up of important projects is around 300 in Yichang New District. Over the past years the finished investments exceeded 100 billion yuan, and 30 billion yuan this year. Now the fundamental framework of the New District has accomplished. Many infrastructure projects, livelihood projects and eco-landscape projects have been accelerated. Several days ago we went to inspect the Yichang New District and were pleased about its achievements. And we also renovated the old urban area to promote the image of Yichang and people’s livelihood. Fourth, we put people in the center of all our work and improve the livelihood of all people. The happiness index is rising. We implemented five livelihood projects to increase citizen’s income and job opportunities, to green the city, to innovate the society’s management and ensure food safety. We also made efforts to help 30 less-developed counties to eliminate poverty. Yichang got the “Chang’an Cup” which is the award of comprehensive treatment. All of these projects and actions are welcomed and supported by the people. Fifth, the construction of Community Party has been intensified by the spirit of reform and innovation, promoting the honest, upright, and harmonious atmosphere. It can be concluded that all Yichang people are united together and have overcome many difficulties in all aspects and made breakthroughs in the important fields ever since we put forward the goal to build Yichang into a beautiful and flourishing mega-city. We have made great changes gradually and laid a good foundation for Yichang’s modernization. We are confident in building Yichang into a better city.
Second,we need to clarify some problems about “mega-city”. On November 20th, China announced the new standards of classifying the scale of cities. The minimum number of population in metropolis has been raised from 1 million to 5 million. Even according to the original standard, Yichang could be called a mega-city. According to the new standard, mega-city is a city which owns a population of 5 million while the extremely large one owns 10 million. The change of standard is based on the changes of national conditions and development. The number of megacities would be too big according to the old standard. We need to see this issue from the historical and dynamic perspectives. For one thing, the strategy to build a megacity is correct no matter the standard is changed or not, which reflect our practical and responsible view. We set the goal before the standard’s change and we should not view the old strategy by using the new standard; for the other, the change of the standard makes it more difficult for us to realize our goal and it may take us longer time, but there is no conflict with our farsighted goal. A lot of big cities make 50 years’ plan such as Wuhan. And our farsighted goal is compatible with the national standard. What I want to emphasize is that our goal is make Yichang “big, developed, outstanding and beautiful”. It is a goal to upgrade the city’s comprehensive power, function, environment and image; it is a higher standard. We focus on future plan and leave enough space for future development. The development speed of city is much faster now. It only took Shenzhen 30 years to develop from a small village to a modern metropolis which owns 20 million people. And Wuhan has also been developing quickly, and the number of its permanent residents reaches 12 million. The new type urbanization is a great engine for us to balance the development of the city and the county, upgrade the development model and expand the domestic demand. Premier Li Keqiang emphasized that we need to solve “three 0.1 billion people’s problems”, that is to say, we need to help 0.1 billion rural population to move to the city; improve the living conditions of shantytown in the city; instruct 0.1 billion people to urbanize their living cities in the central-western areas. Hence, the new type urbanization can bring us great opportunity to develop. If we did not grasp the opportunity of building the new-type urbanization, namely, granting urban residency to around 100 million rural people who are living in cities, transforming shabby city areas and villages inside cities where around 100 million people live, and guiding the urbanization of around 100 million rural residents in the cites of the central and western regions, if we took no action in face of the huge strategic space of the middle to the upper area of the Yangtze River supported by new-type economy, if we were not active in building Yichang into the subcenter city of the Hubei Province, if we did not release the tense of intense congestion which surpasses Hong Kong and Macau in the old towns of the central area, if we felt indifferent when we face the huge demands and development opportunities, we would feel ashamed of ourselves, and we do not deserve to undertake our tasks. The leaders should stand high and be far-sighted, have superior consciousness and be resolute in face of difficulties. We should guide our people to work together and walk forward. We must be resolute and calm down continuously and enhance confidence. We should possess an attitude of no arguing, no bragging, no self-inflicted setbacks and no slackness. We should gather ourselves together and bravely shoulder our responsibilities in establishing the modern super megalopolis.
Our experiences prove that it is essential that our people unite together, cope with everything calmly, have the courage to take responsibilities, try to do great things actively and work hard. Only in so doing can we be able to maintain a good development trend, especially when we live under the double pressures of intricate macro environment and Yichang’s special difficulties. This explains not only the current good working situation but also a valuable experience which needs us to continue to adhere to in the future. Today’s decisions we have made and each job we have promoted comply with the requirements of the central and provincial party committee and are suitable to the current situation of Yichang. There were no big ups and downs or great turmoil in Yichang that arose from some personal problems and some enterprises’ problems. Party Secretary Li Hongzhong pointed out in one of his trips to Yichang, “Leaders in Yichang municipal party committee and municipal government and other officials are in a good state. They are calm, positive and effective in dealing with enterprises in difficulty and complex issues, which have demonstrated their strong pioneering spirit and governing ability.” The provincial committee and provincial government do not deny our work and our officials completely just because of some inPidual official’s corruption and some enterprises with management difficulties but spare no effort in supporting us as before. A few examples can reflect and confirm this. In September this year, for instance, the Provincial Party Secretary Hongzhong, the Provincial Governor Guosheng and other leaders attended the provincial-level meeting in person, a meeting themed on the new rural construction & urban-rural integration pilot work and held in Yichang, and fully affirmed and introduced the experiences of our city. At the same time, Secretary and Governor personally practiced an on-site office work in Changyang and Wufeng respectively, accompanied by the relevant provincial leaders and provincial department employees. More than 100 specific items we had asked for support were all accepted by the province. To speed up the development of Yuan’an, the provincial party committee and provincial government specifically convened an on-site office work and presented “a big package” as support. Two main leaders of the provincial party committee and provincial government participated in a county’s on-site office work to illustrate their support. In October this year, Party Secretary Hongzhong said immediately that the provincial government would put the construction of the Three Gorges Transshipment over Dam Logistics Industrial Park in Zigui County into the provincial strategic position and give its full support after our introduction during his investigation. Another example is that Secretary and Governor invited the Three Gorges Group leaders shortly after the adjustment of its leadership and had a talk in deepening substantial cooperation among the Three Gorges Group, Hubei Province, and Yichang, which has laid a solid foundation in strengthening the cooperation with the Three Gorges Group. The Three Gorges Group has made commitments on cooperation and it will do a few great things to promote the development of Yichang. Now great progress in many aspects has been made due to the cooperation. In addition, as far as the matter of official selection and appointment is concerned, the provincial party committee is, as always, concerned about officials of Yichang. All abovementioned examples fully embody the provincial government’s great concern about Yichang’s work and officials. We must not live up to its expectation and support and Yichang people’s hope for us!
Today, we assemble here for the City’s “Zhuge Liang meeting” with many masterminds to sum up experience, communicate achievements and look forward to the future. During these two days many good ideas and suggestions have been put forward through heated discussions. With study and discussions, new consensus on goals has been further reached; new expansions in thinking have been achieved; the concept has been ascended to a new level; new confidence has been boosted in overcoming difficulties; a new way in the development has been put forward. All the above have fully embodied everyone’s wisdom and sense of responsibility in sticking to the leading role of rule of law, deepening the reform innovation and speeding up the construction of modern megalopolis. The symposium is successful and the intended goal has been reached. Personally, I am also inspired.
Then, I would like to share with you my feelings based on everyone’s speech and personal experiences. There are four main aspects.
I. On implementing the spirit of the fourth plenary session of the 18th CPC National Congress and promoting work by sticking to the rule of law
The fourth plenary session of the 18th CPC National Congress, which is held at a critical moment of our country’s reform and opening up, takes great importance, and is also the first central plenary session with the rule of law as the theme in the history of the CPC. The fourth day after the fourth plenary session we soon assembled the whole City’s officials at a conference and conveyed the spirit of the plenary session. Afterwards, the municipal party committee invited leaders from the supreme people\'s court and the legislative affairs office of the state council one after another to give us guidance reports in studying and implementing the spirit of the fourth plenary session. Today, I, as a CPC member official working in the local place, would like to discuss with you on how to use the rule of law thinking and the rule of law methods to promote the reform and development based on my own learning, thinking and working experience.
To comprehensively build a moderately prosperous society was put forward at the 18th CPC National Congress; to comprehensively deepen the reform was proposed in the third plenary session of the 18th CPC National Congress; and to comprehensively promote the rule of law was proposed at the fourth plenary session of the 18th CPC National Congress. The formulations to adhering to the rule of law in all aspects have set very high requirements to the work at all levels of our party and the country. The rule of law was especially proposed at the fourth plenary session, which continued to reaffirm the idea of “governing the country according to law, holding power within the law and administrating according to law” together, and the integrated construction of “a country based on the rule of law, a government based on the rule of law and a society based on the rule of law”. The principle of “progressing together” and “integrated construction” involves the 9.6 million square kilometers land, the 86 million CPC members and the 1.3 billion Chinese people. Some experts compare the construction of the rule of law in China to the whole nation’s war of resistance, and they think that everywhere is the battlefield, and everybody has the responsibility to play a part. That is, “all places and all men are treated equally.” Everyone is governed by this, without any exception. We CPC members and leading officials, as the backbone of the country governing, administrating, reforming and development, cannot relinquish the responsibility in accomplishing the historical tasks of comprehensively promoting the rule of law. To promote the rule of law is a huge systematic project. On the whole, there are many things waiting to be done. From the aspect of inPiduals involving in this matter, it is a complicated thing. Which aspect is the beginning and where to start? To our local departments of leading officials at all levels, I think we should start from setting up the rule of law thinking. The setting up of rule of law thinking can not be accomplished within one or two days, neither the reason of the rule of law thinking can be understood by one or two times’ teaching. Today I will briefly discuss three problems with you about the rule of law thinking.
At first, what is the rule of law thinking? The rule of law thinking, based on the rule of law concept, is a conceptual knowledge process by using legal norms, legal principles to analyze, synthesize, judge and reason out things and problems; it is a way of thinking based on the intrinsic characteristics of the rule of law as well as our faith in adhering to the rule of law in knowing matters, making judgments, and resolving problems. As for the rule of law thinking, leading officials has been explicitly asked to improve the ability of using the rule of law thinking at the 18th CPC National Congress. “Decisions” with a special provision made at the fourth plenary session of the 18th CPC National Congress emphasized improving the CPC members’ and officials’ rule of law thinking and the ability to fulfill duties according to the rule of law. There are at least three innovations from “the concept of the legal system” to “rule of law thinking”. For one thing, its connotation has become much richer and more profound, i.e such concepts as democracy, justice, protection of rights, have transformed “legal system” to “rule of law”. For another, it has transformed from a “concept” to a “mode of thinking”. The last one is an innovation in the field of application, having developed from the general concept of law institutions and the ability of performing duties in accordance with law to the aspects of deepening the reform, promoting the development, overcoming contradictions and maintaining stability.
Second, what does the rule of law thinking include? According to the summary of legal experts, the rule of law thinking mainly consists of legitimacy thinking, rights and obligations thinking, fair and justice thinking, responsibility and consequence thinking and supervision of officials and power. The first one is legitimacy thinking. CPC members and officials should first consider its legitimacy in exercising the public power, whether in deciding or performing things, or solving social disputes and promoting reform and development. The legitimacy includes the performing purpose, the performing permissions, the performing content, the performing ways and the performing procedure, etc. Legitimacy thinking is the rules of thinking and is also a system of thinking. The central government calls to do things according to the regulations with which things, people and power are watched out. This is the demonstration of this kind of thinking. The General Party Secretary Mr. Xi warned us many times that we should have the bottom line of thinking. The bottom line is the legal bottom line, a red legal line, which asks us to establish legitimacy thinking. The second is the rights and obligations thinking. Law regulates rights and obligations, so the legal relationship is the relationship between rights and obligations. The relationship between governors and people being governed and the social main body’s relationship with each other belong to the rights and obligations relationship. CPC members and officials when making decisions, taking measures, and doing duties, are mostly for the citizens, legal persons and other organizations, all of which are rights and obligations main body in law, not the object to be infringed at random. Respect for their rights, maintenance and protection of their rights is also a demonstration of the rule of law thinking. If negligence or infringement of their rights takes place, it will not be the rule of law thinking but a typical man thinking, and will certainly cause problems. The third one is fair and justice thinking. The rule of law embodies the spirit and principles of fair and justice, so the rule of law thinking should naturally reflect the inherent requirements of fair and justice. For example, allowing the general public to participate in decision-making, and giving them rights to make decisions reflects and embodies the public’s interests and opinions, so this is a demonstration of fair and justice in the field of making decisions. Those who ignore public opinions and interests and protect inPidual group’s interests in making decisions are examples of a lack of fair and justice thinking. Some departments and units, when promoting some work, are only concerned about small groups’ interests and ignore interests of the majority, which is a typical example of lack of fair and justice thinking. The fourth one is responsibility and consequence thinking. Law is not only the rules of behavior, but legal consequences and legal responsibilities. Rule of law thinking is not only behavior rules thinking, or judgment thinking and behavior thinking, but more importantly the responsibility and consequences thinking. We should take the corresponding responsibilities for relevant consequences, which is especially important to us CPC members and officials. CPC members and officials must shoulder responsibilities for consequences in exercising rights and performing duties, rectify the illegal behaviors in time, remedy and protect the infringed rights, compensate according to law if causing losses or damages, and punish criminals. The fifth one is the supervision of officials and power thinking. The rule of law centers on restricting and supervising public power. The central government urges to use power in regulated ways, to improve transparency in handling government affairs and justice, to perfect the inquiry, accountability, economic responsibility auditing, resignation and recall systems, to strengthen the supervision within CPC, the democratic supervision, legal supervision, supervision by public opinions, letting people supervise power and letting power run under the sunshine. These requirements, which all reflect restriction and supervision over public power, have a profound connotation of the rule of law thinking. CPC members especially leading officials, need to greatly be self-possessed, self-awaken, self-warned and self-disciplined and they should be used to work in “glass-made transparent house” and exercising power under “searchlight”.
Finally, how to establish the rule of law thinking? General Party Secretary Mr. Xi has emphasized that “leading officials at all levels should improve the ability to apply the rule of law thinking and way of the rule of law to endeavor to unify the reform consensus by the rule of law, to regulate the behavior of development, to promote the resolving of contradictions and to safeguard social harmony.” To construct a “big, strong, superior and beautiful” modernized new Yichang, officials at all levels, especially leading officials, should not only possess the strategic thinking, management thinking, philosophical thinking, marketing thinking but also the rule of law thinking. To set up the rule of law thinking, that the first thing needs to be done is to study the law carefully and knowing the law. As leading officials shoulder missions and hold power in hand, we must take the lead in studying law, understanding law and observing law and bearing in mind the concepts of the rule of law, including the concept of the constitutional and legal authority, the concept of equality before law, the concept of law outweighing power, the concept of making decisions in accordance with law, administrating in accordance with law and managing in accordance with law, and the concept of power being supervised and restricted, etc. We should learn the constitution deeply, learn the national basic laws and laws and regulations closely related to one’s job and strengthen the sense of law so that the faith in the rule of law will be formed. Setting up the rule of law thinking, we must always be fearful of law. Law is at the very least the regulation of people’s behavior and is also a code of conduct that the leading officials must play a pioneering role in executing. All state organs and inPiduals must abide by the constitution and law, and no organizations or inPiduals have the privileges to cross the bottom line of the constitution or law. As leading officials, fear of law and respect for the rule of law are the best protection to ourselves and are more of a protection to the fundamental interests of the people. We should regard performing duties by adhering to the rule of law as a political responsibility, an administration habit and self-conscious pursuit from the bottom heart. The key to set up the rule of law thinking is doing duties in accordance with law. The authority and vitality of law lie in implementation. At present, the reform is going into deep water and in a difficult time, development is at a critical period and contradiction of all kinds of interests is highlighted. No matter how great difficulties and challenges we are faced with, we should respect rules and law when considering questions, making decisions, regulating policies and doing things. We should both make scientific decisions, decide things in accordance with law and administrating in accordance with law, taking the lead in forming a good circumstance all over the society of “handling things according to law, seeking law when meeting problems, solving problems with law and resolving contradictions by law”. When setting up the rule of law thinking we should ultimately promote the reform and development. The current economic development is going into a new normal situation. We must overcome the short-term and utilitarian tendency to carry out the economic and social development under the rule of law order and within the orbit of rule of law. To set up the rule of law thinking is to adhere to the leading position of the rule of law and to promote the development of transformation. We should be good at seeing and judging the development trend from the perspective of the rule of law, using the rule of law thinking to optimize the development environment and using the rule of law means to crack development problems. In dealing with requisition projects, for instance, we should be brave enough in employing the rule-of-law thinking, and we should not only safeguard the reasonable demands of the masses in accordance with law resolutely, but also stop and guide unreasonable demands in accordance with law correctly. In terms of network development, for example, we should innovate law-related and litigation-related resolving mechanism and safeguard the legitimate rights and interests according to law. In the network development, for example, we should further strengthen governance in network, register network in accordance with law, regulating the behavior of cyberspace with the rule of law. In addition, there is food safety, watershed pollution treatment, haze fog treatment and a series of tricky problems needing resolving according to the rule of law thinking.
II. Proper Understanding and ActiveAdaptation to the “New Normal State”, Speed Up the Construction of Yichang As a Metropolitan City
It is an important and urgent task to understand, adapt to and take a leading role in the “New Normal State”. The new CPC leadership proposed the “New Normal State” economic theory and the macro-economy guiding thought in order to set up a general policy to guide our present and future economic work. In other words, through efficientwork and economic promotion, we can get on a new road to making brilliant achievements in the future instead of taking the old road. Therefore, there is an urgent task to correctly comprehend and adapt to the “New Normal State”, in order to turn Yichang into a modern metropolitan city. I will focus on two major issues as follows:
Firstly, we need to correctly understand the “New Normal State”. In order to know it, three key points need to be grasped: the concept of the “New Normal State”, our right attitude towards the “New Normal State” and the new opportunities that the “New Normal State” will bring to us.Regarding the first point, we should correctly understand the features and meaning of the “New Normal State”. Secretary-general Xi Jinping pointed out at APEC CEO Summit this year that China’s “New Normal State” showed three characteristics and four connotations. “Nine Pillars” were added at the Central Economic Working Conference. “Three Characteristics” refers to the change of China’s economy growth from high speed to middle-high speed; economic structure continuously gets improved from the middle and low-ends to the middle and high-ends; transformation from the factor-driven, investment-driven to the innovation-driven. “Four Connotations” means that although economy grows more slowly than before, the increment is considerable; economy stably grows and multiple driving forces joins in; the improved economic structure brings about a stable development prospect; a more simplified administration and its power has been given to the lower levels result in market vitality is further released. “Nine Pillars” refer to the positive changes in nine areas, namely consumption, investment, import & export, production capacity & ways of industrial organization, factors of production, market competition, environment and resource restriction, economic risk, resource allocation mode and macro-control methods.
Li Hongzhong, Secretary of Hubei Provincial Party Committee, gave further explanation on the meaning of the “New Normal State” when members of CPC Hubei Provincial Committee were making an analysis of the economic situation for next year. Hongzhong said that we cannot superficially judge the “New Normal State” on the speed of economic growth.” In the past, “Middle-income Trap” was proposed when we drew lessons from the development of Latin American countries. It seems that economic development will easily take a sharp turn, not upward, left or right, but downward when reaching middle-income level. That is called a “trap”. Actually, we cannot call it a “trap” because economic development will not necessarily go downwards but to a new stage. To simply call it a “trap” means shrinking responsibility. When we reach the middle-income level, it is just like the middle of a slope while climbing a mountain. Due to 30 years’ high-speed economic development after reform and opening up, when we reach halfway up the mountain it requires more power and skills to reach the mountaintop. The core of the “New Normal State” is a higher and better form with greater and tougher challenges, so faster, superior and better economic development can be achieved. The meaning of “New Normal State” was further discussed at the Central Economic Working Conference, i.e. economy will grow in a middle and high speed, development mode will change to intensive growth with high quality and efficiency, existing resources will be better used and new areas of growth will be explored. At the meeting, it is urged that macro policy should remain continuously stable, prudent monetary policy and proactive fiscal policy should be further promoted; prudent monetary policy should be powerful and fiscal policy should focus more on moderation; the “Three Carriages” (investment, consumption and export) should fuel balanced economic growth. We need to fully understand these spiritual connotations.
The second point is to hold a right attitude towards the “New Normal State”. The concept of the “New Normal State” is not that terrifying and the importance is what kind of attitude we should hold towards it. Secretary-general Xi Jinping and Li Hongzhong both gave us the answer. To quote Xi’s words, we need to keep strategically calm. In Hongzhong’s words, we need to maintain strategic composure. Xi Jinping, while paying a visit Henan Province in May, pointed out that China’s development is still in an important period of strategic opportunities, so we need to gain confidence, adapt to the “New Normal State” and keep strategically calm according to the features of economic and social development in China. In the mean time, we should make early plans, pay greater attention to any risk that may exist and take timely actions in order to reduce negative effects to its minimum. Hongzhong emphasized at Hubei Level-four Leadership Conference in July, 2014 that we need to remain sober-minded when facing the “New Normal State”. On the one hand, we should fully understand the severe and complicated economic situations. On the other hand, we should have firm confidence and determination to implement development strategies, guiding principles and policies established by Hubei Provincial Government according to guidelines of the Central Committee and actual situation in Hubei. The Central Government and Hubei Provincial Committee’s attitude towards the “New Normal State” is to strategically despise obstacles and problems during economic development in the future, and to tactically attaching importance to them. Since it is brand new, we have to deal with the “New Normal State” seriously with heart and soul. This attitude has help us to gain confidence.
In recent years, we experienced economic downturn, as well as other difficulties and problems, but we are still seriously implementing the spirit of the Central Government and Hubei Provincial Committee.
To make Yichang a better city to help China improve its overall situations in terms of competition, transformation and optimization, through seeking stable improvement, innovative reform. Also, Yichang will assist Hubei in “competing to improve quality, upgrading to increase efficiency”. Practice shows that this thought is correct. While joining in the discussion with Yichang Delegation of People\'s Representatives of Hubei Province at the beginning of this year, Hongzhong mentioned that Yichang has made a significant progress in economic development with high speed in both quality and quantity. Scale of production is expanded through closing down outdated production facilities, transforming and upgrading. We need to follow the development thought of “being competitive, transformative and optimizable”. Hongzhong put forward the strategic mode of “1, 2, 3+1.5”, in which “1” refers to pursuing scientific outlook for consistent development; “2” means to adhere to “compete to improve quality, be upgraded to increase efficiency” unswervingly; “3” means to implement “A Three-dimension Outline (market, eco system, people\'s livelihood)”; “1.5” is 1.5 indicators, i.e. indicators of economic development in Hubei should be multiplied by 1.5 of the national indicators. 1.5 indicators reflect an ambitious attitude and mental status.
Recently, I had the statistical department make a statistical analysis which aims at making a comparative analysis about the development of Xiangyang, Luoyang, and Zhengjiang Cities. Comparatively, the gap between Yichang and Xiangyang are closer. The total economic volume of the two is approximate. Even so, we do not have any reasons to be conceited and self-satisfied. Only by speeding up development can we accelerate the construction of a metropolitan city. In terms of the total economic volume, the gap among Yichang, Luoyang, and Zhenjiang is becoming smaller and smaller year by year. All these achievements can be attributed to the rapid development. The agricultural development indicator in Yichang is higher than that of Luoyang and Zhenjiang. The main difference lies in the secondary and the tertiary industries. Therefore, in the new situation with the rise of central China and the construction of Yangtze River economic belt, we should keep a positive attitude and develop the economy at a more rapid rate than other cities in Hubei Province, the central areas of China and other cities along the Yangtze River.
The third point is to seize the opportunities brought by the “New Normal State”. The essential features of the economy “New Normal State” are “high speed, optimal structure, new driving forces and more challenges.” It is necessary to work out new development ways in time in order to keep the economy developing at a middle-high speed. We need to make a successful transition from the new to old industries to optimize the economy structures. We should fully release the innovation Pidend and the system of Pidend to stimulate new driving forces. All these bring challenges to the traditional thinking mode and the working procedures. But seeing from another aspect, all possible pressure can be transformed into driving force, the “New Normal State” can, in return, help to optimize the economy structure, speed up the transition and further the reform and the opening up. As a result, the foothold of the economy development can turn to improve the quality and the efficiency. The “New Normal State” brings new chances, which can be seen from the three aspects: firstly, in the “New Normal State”, we can accelerate the speed of new industrialization, informatization and agricultural modernization & urbanization. Not only more and new market demand can be created, but also comprehensive and profound industrial restructuring and rebalancing demand structure will be brought about. At the same time, “New Normal State” can offer economy development huge potentials and more space. Secondly, faced with the economic development being the “New Normal State”, it will be difficult to continue the factor-driven development model; the innovation driving force will occupy the core position of the "main power" and will be the crucial support to get methods changed, growth maintained and strength consolidated. The country puts more emphasis on technology innovation which will bring itself a new spring. Yichang has not only the National High-tech Zone, but is also a pilot city with national innovations. All this will provide the economic transformation and upgrading with greater support. Thirdly, facing the economy “New Normal State”, the new central government in due time has open a new road of deepening reform. It also issues a series of strategic policies and innovative measures to continue the rise of central China and to rely on golden waterway of the Yangtze Economic Zone. The implementation of these policy measures and major strategies will provide Yichang with new strategic opportunities
Secondly, we should adapt to the “New Normal State” with a positive attitude.
For Yichang, adaptation to the “New Normal State” does not mean we have to wait passively but to take an active role, which means trying to find out the most important strategic and overall aspect, which can help us to solve difficult problems, and help us to build up a better Yichang with its increased economy. To be concrete, the main purpose is to accomplish the “four aspects of new breakthrough”. The first breakthrough is to make new achievements on industrial transition and improvement. The present and quite some time for the future are a crucial period. In order to realize it, the crux and key points lie in the industries. Yichang has the strong foundation of industry developments. In recent years, Yichang has mixed up the industrialization and information, has fastened the speed of advanced manufacturing and modern service industries. However, the defects of Yichang’s development are obvious. There is a long way for Yichang to catch up with Luoyang, Nantong, the central China and other cities along the Yangtze River in terms of the economy total volume and economy structures. We want to accelerate the pace of industrial restructuring and upgrading and to create a new comprehensive economic developing version. To promote the transition and upgrading of the economy is a long and complicated possession. It is not sensible for us to retrace the former steps, but we have three points to firmly bear in mind.
Firstly, we should firmly understand that the fundamental need is market-orientation. Since the reform and opening-up was practiced, our country has experienced three consumption waves. The first period was from 1979 to 1999, the key point of consumption being to help people have enough food and warm clothes which accelerated the development of textile industry. The second consumption wave was from 2000 to 2011, the main theme being to meet people’s demands of cars, houses and mobile phones, which facilitated the development of heavy chemical industry and real estate as well as other related industries. The third wave started from 2012, with people turning to the high-end goods, modern services and knowledge based products.
At present, the consumption of houses and cars is going into a relatively mature and stable development stage. The next consumption will probably focus on information industry and other related industries. The consumption trend will be sophisticated manufacturing industry and industries related to people’s daily life, with a goal of improving people’s living quality. Facing the change of the consumption structure and the new wave of consumption, what we should do is to focus on the market demand, based on the actual situation in Yichang. Combining the "effective demand" with the "market value”, we should solidate and upgrade the traditional industries. At the same time, we should speed up the developing electronic information, big data, networking and other information industries and we should speed up the development of cultural tourism, modern logistics, modern finance, technology services and other modern service industries. For example, modern service industry is developed vigorously Guizhou Province, which helps it to seize the opportunities of information technology to develop large data. Guozhou has successfully designed a layout of healthy industries with the help of big data, taking the advantage of ecological resources to develop tourism industries in a large scale. The data, good health, the colorful tourism industries have all become the pillar industries of Guizhou.
Secondly, the elementary path of structural adjustment should be firmly followed. The secondary and tertiary industry, especially the latter, is the city’s major industry to absorb labor force. In 2013 in Yichang, the added value of the tertiary industry accounted for 28% of GDP and the ability of absorbing social labor force accounted for 38%, whereas the added value of the secondary industry accounted for 60.3% of GDP and the capacity of receiving social workforce accounted for 29%. Therefore, the employment absorption capacity of the tertiary industry is much higher than that of the secondary industry. Compared with the same cities along the River such as Zhenjiang and Nantong, the proportion of the tertiary industry in Yichang is more than 10% lower than that of both the cities. And the gap is expanded year by year. Either in terms of comparing Yichang with the same cities or in terms of the employment absorption capacity, we must unswervingly adhere to the development of main industry if we want to adjust and optimize the industrial structure. At the same time, the development of modern service industry should be regarded as a top priority and occupy a prominent position in economic and social development. Besides, equal importance ought to be attached to both producer services and consumer services. Equal attention should also be paid to both modern services and traditional services. Furthermore, the pace of implementing these strategies can be accelerated, namely agglomeration development strategy, deeply integrated strategy, business headquarters strategy and the masses’ entrepreneurship & innovation strategy. In addition, priority should be given to the development of cultural tourism, modern logistics, modern finance, information technology, service outsourcing, e-commerce and health industry and other competitive industries. The pace should be speeded up to establish 3 to 5 modern service industry accumulation areas which plays a leading role in Midwest area or even in China. Meanwhile, new technology, new equipment and new technique and other modern means can be used to transform and upgrade the traditional industries, such as chemical industry, electricity, building materials, textiles, food and beverage. Great efforts should also be made to develop a new style industry which covers a small area, has lower pollution but higher added value as well as higher scientific & technological content. The transition from traditional industry to modern industry ought to be promoted, too.
Thirdly, the main direction of improving quality and enhancing efficiency should be firmly grasped. The quality and efficiency of industrial development plays a fundamental, critical and decisive part in economic growth and quality level. In order to build an updated version of economy in Yichang, close attention should be paid to industrial transformation and upgrading. Scale, quality and efficiency should be taken as the foothold especially when the economic aggregate is expanded. Brainpower, precision and green environment can be seen as the goal which is able to boost the differentia development and characteristic development with the use of dislocation development. Moreover, the industrial structure should be constantly optimized, and the specialty industry as well as the quality & efficiency of characteristic economy should be fully improved. Because of its sound ecological environment and rich resources in Yichang, we must always adhere to the principle of development featuring in “green, low-carbon & recycling”. According to the idea of “ecological industrialization & industrial ecologization”, no efforts should be spared in order to develop the new style industry which will cover a small area, has lower pollution but higher added value as well as higher scientific & technological content. Besides, we should seize the opportunity of being taken as a national wisdom city, national innovation pilot city or other important opportunities and insist on technological innovation with the aim of market orientation. Attention should also be focused to deepen the reform of scientific and technological system and remove all visible and invisible “fences” as well as break down all kinds of “walls” both inside and outside the city. The establishment of technological innovation system marked with enterprise-dominant & market-oriented as well as the combination of production, teaching & research should be quickened. In this case, organizations, talents, devices, funds and projects will become active, which can push the economy onto the track of development featuring in innovation-driven and endogenous growth.
The second is to achieve a new breakthrough in promoting the new-type urbanization. When it comes to the new-type urbanization, President Xi Jinping stressed that we should maintain rapid growth. And if we want to move towards the high-end level, we must put the powerful engine of new-type urbanization into good use. Premier Li Keqiang emphasized that the new-type urbanization should highlight the word of “new” and concentrates on how to become nice people. Vice Premier Zhang Gaoli put forward three core characteristics, that is, the geographical form, the national spirit and the characteristics of the times when he inspected the work of new-type urbanization in Hangzhou recently. New-type urbanization relates to overall economic and social development. It is such a good strategy that can both benefit long-term and current situations. If it develops smoothly, it will have a significant and comprehensive effect on the policy of “Steady Growth, Promoting Reform, Adjusting Structure and Benefiting People’s Livelihood. Reviewing the development process of urbanization in Yichang, we also found that this point is confirmed. We can innovate in the process of exploration and persist in the integrative development of industries and cities. Besides, we adhere to the “people-oriented” idea, “the Four Modernizations at One Step”, the scientific planning and the integrated promotion. And we have stepped forward on the road to new-type urbanization with Yichang characteristics which complies with the law of urbanization development as well as the actual development of Yichang. Li Hongzhong, Secretary of Hubei Provincial Party Committee, pointed out at some meetings, that Yichang’s new-type urbanization takes a front place in Hubei and represents the direction of new-type urbanization of Hubei. As initial summary, we can attain three pieces of experience in speeding up the construction of cities and promoting the new-type urbanization. Firstly, the development is progressive and correct. Secondly, the progression pattern is relatively efficient. Thirdly, the development pattern both in urban and rural areas is planned as a whole. If we want to achieve breakthroughs in promoting the new-type urbanization, we must unswervingly follow the correct path and pay more attention to “the Three Principles”.
Firstly, we should pay more attention to people-oriented strategy and firmly hold the progressive and modern view of development. In recent years, we consistently regard emancipating our mind as the first motive power. We have also deepened the top-level design and perfected the development path. In terms of further development, we have schemed from the provincial, national and international perspective. Besides, the fundamental connotation of modernized megacity, that is, “large and strong, excellent and beautiful” is explicitly stated. The “people-oriented development idea of post-modernization, mutual fusion of industry and city as well as co-construction and sharing” has been set up. In light of this idea, the construction of our new areas is rapidly advanced, and the framework of our city is quickly pulled open. A number of major functional projects, such as Olympic Sports Center, Urban Planning Exhibition Hall and Museum are quickly constructed. Furthermore, in accordance with the idea of building a “clean, green, bright, beautiful, quiet and unblocked” city as well as the general requirements of the city’s “organic updating”, high standard of urban consolidation and landscape engineering, beautified and lighting project are implemented, too. Urban quality is significantly improved by means of the co-management of “interior” and “exterior” and the city’s historical and cultural protection is combined with the transformation of the shanty towns as well as villages in the city. In April this year, Li Hongzhong highly affirmed the construction of new areas when he inspected Yichang. He pointed out that in the process of the new areas development, the idea of “green, ecological and post-modernized is very well persisted. And the construction is been very well done. With regard to the urban environment, Yichang is not only clean and tidy but also with a good taste, attractive and distinctive after the high-level consolidation. Moreover, a new urban landscape has been created. When appreciating the night scene of Yichang, I felt like as if I were in Europe.” The philosophy of post-modernization of Yichang is completely in compliance with a series of guidelines proposed at the Urbanization Conference of Central Government. The core value of new-type urbanization is “people-oriented” and “achieving the indiscriminate development of human beings”. We have to accurately grasp the strategic intent and profound meaning of the new-type urbanization. In the process of the new-type urbanization, more emphasis should be put on the construction of law. The pace of returning from traditional urbanization to new-type humanistic urbanization should be accelerated. In addition, urban humanity and humanistic urbanization ought to be unified.
Secondly, more attention to mechanism innovation should be paid and a more scientific and highly efficient advancement pattern should be built. In order to build Yichang into a metropolitan city, we have taken the strategies of “opening up, taking a leading role, innovating, market guiding, introducing talents, and city & countryside in one”. For example, on the construction of new districts, we have successfully found a new way of “Four Priorities”, including the Road Network First, Public Buildings First, Placement First and Environment First. And we have promoted the urban development with its functions, industrial development and urban construction communion. The new urban district construction opened up a new area, to increase its industry and a new city has been built for a new district. Secretary Hongzhong vividly described Yichang as “Polycrystalline Silicon”, of which the growth principle relies on a number of “inner cores” to gather, absorb, radiate and grow. Now Yichang has shown its group-style, dendritic and crystalline form features. Governor of Hubei, Guosheng, visited Yichang in July, and pointed out that “New construction in Yichang is developing fast and getting strong with remarkable results; the layout of the city is opened up and the level of the city is promoted. In just more than one year, the new district construction is gradually becoming a reality. In particular, the “Four Priorities” is very well proposed, for the proposal can ensure the smooth progress of key projects in the new district. Besides, work on the old town area in Yichang is going on smoothly while constructing the new district, which is very impressive and can make its features prominent. The whole city is clean, which create a good urban environment and a rich cultural atmosphere, the quality of the city is improved constantly and should be carried on. The reason why we can achieve such a big success in just two years is its advanced concepts and scientific develop mode. We should not only continue to adhere to these well-established patterns, but also to get them improved and completed.
Thirdly, “The Four Modernizations at one step” should be paid more attention to and also a good shape in development of urban and rural integration should be formed. The new-type urbanization is not only focus on the central city, but also on all large and medium-sized cities, small towns, and new multi-layer rural communities to develop harmoniously. In recent years, we have been serving the overall urban-rural development and“The Four Modernizations at one step”as the main route and an important carrier of construction of modern megacities. We built and completed a three co-ordination mechanism city, county and town; full implementation of the "four integration" strategy includes “global planning, industrial development, urban and rural construction and public services.” Planning guidance, industry support, the people\'s livelihood investment and the reform & innovation are strengthened; meanwhile we put an end to the formalism. The farmers are guided to adapt to local conditions. Various develop models are explored such as large scale enterprise leading, multi-professional park-and-spoke model, modern agriculture leading, eco-tourism expansion type and other kinds of development. A large number of respectable and influential typical experiences have been created in Hubei, including “full domain scenic” in Yuan’an county, “production and city promote together” in Yiling district and “Parks leading” in Anfu Temple, Zhijiang city. The county area economic developed much stronger this year, Yidu has been in the list of the Top One Hundred in China and became a new fulcrum of "Rise of the Phenomenon of the Triangle", moreover it also became one of the four Hundred Top counties (cities). Yiling, Yidu and other urban and rural areas have been regarded as a pilot and the strategy of "Four Modernizations at one step" in Longquan and Anfusi and other demonstration villages and towns has achieved initial results. In addition, Zigui has been taken as a "happy village", Yuan’an has been treated as a "beautiful countryside" Changyang has been treated as an "eco-tourism", Dianjun has been taken as a "clean homeland" and a number of well-known brands, this kind of multi-level co-development model promote the new urbanization effectively and formed a good pattern of coordinated development of urban and rural regions. The next step, we will continue to concentrate on the overall development goals of "Four Modernizations at one step", put emphasis on the development of urbanization and industrialization, urbanization and agricultural modernization interactive combination, the depth of integration of urbanization and information technology; we will also continue to accelerate urban and rural integration, regional harmonization, intelligence, coordinated regional development so that Yichang can become a model and yardstick city.
The third is to achieve a new breakthrough based on comprehensive deepened reform. After the 18th Central Committee of the Communist Party of China (CPC), reformation is in full swing with in-depth advancement. 7 meetings have been held and 27 reform documents have been discussed by the Deep Restructuring of the CPC Central Committee in just one year. 60 tasks have been proposed in the Decision, out of which 40 tasks have started up already. The range and potency dimension of the reform is unprecedented. Yichang is a provincial deputy central city and the government placed high expectations on Yichang as it is the first appointed reform city. When Secretary Hongzhong was visiting in Yichang, he made very clear requirements on Yichang’s deepening reform. He said that Yichang should be the first in deepening reform and transitional development in Hubei Province, it should learn from experiences of Shanghai Free Trade Zone(SFTZ, reform in Yichang is one of the aid programs of SFTZ), communicate actively with SFTZ initiative and establish a concept and vision in an international standards. Furthermore, Yichang should also bring in the advanced practice of SFTZ to Yichang high-tech zone, Yichang new district. Yichang will serve as the first in innovation, with which Yichang can act as an example to encourage other cities to reform & innovate. In the past year, we implemented the central and provincial major reforms. We should learn from the SFTZ and treat the experience as a breakthrough to promote reforms including the administrative system, rural land, cultural and discipline inspection & supervision system. Yichang has achieved initial results which were approved by Hubei provincial Party Committee. Moreover, all these reform and results were reported by Xinhua News Agency, People\'s Daily, the Hubei Daily and other Medias. Next, we must continue to adhere to learn from the SFTZ and treat the experience as an exerting-point and a breakthrough. We should emancipate the mind further, innovate mechanisms and break to reform better with greater wisdom and courage, At present, different time periods, places and things require for different patterns and paths to be reformed in Yichang; All these “three steps” should be grasped effectively.
The first process--- thoroughly emancipating the mind and updating ideas and thoughts. Doing begins with thinking, action starts from inward. Mind-emancipation, the first process of reforms, is always the motivation promoting our progress, the magic weapon to remove obstacles and lead development. This has been fully proved by Shenzhen Special Economic Zone, the pioneer and experimental field of reform and opening up who has led China\'s reform and opening up for 30 years. After three decades of reform and opening up as well as mind-emancipation, Shenzhen has changed from a small frontier county to a modern and international metropolis with prosperous economy, fine facilities, multiple functions and beautiful environment. Nowadays, China has made Shanghai Free Trade Zone as the starting point of a new round of reform. So the gap between Yichang and Shenzhen and Shanghai, exists not only in the degree of economic and social development, but in ideas and thoughts. To deepen reform in an all-around way, we must take mind-emancipation as the "first process" and "logical starting point" in Yichang’s reform, have a clear mind on the less emancipative aspects in our works, on the concrete measures to be adopted so as to emancipate mind concretely, executively and dynamically.
The second process---tackling difficulties resolutely and realizing breakthroughs in main issues. At the initial stage of reform, it’s totally impossible to tackle all the problems at the same time with the same speed, but have to take priorities among others. This is the experience we draw from three decades’ reform. Therefore, concentrated breakthroughs based on mind-emancipation are the second process of the reform, and learning from Shanghai Free Trade Zone is the most important item among the nine reforms because it’s closely related and defines other eight ones. As the core and guideline of Yichang City’s deepening reforms, it is the entry and acting point of the second process to promote reform. To learn from Shanghai Free Trade Zone thoroughly, representatives from different units in different parts of Yichang city had studied in Shanghai for several times. In the October of this year, the Party and Government Delegation of Yichang City, leaded by Mayor Xu Ming and me, went for study in Shanghai. Met and instructed by Han Zheng, the Political Bureau of CPC Central Committee and Party Secretary of Shanghai and Yang Xong, Deputy Party Secretary of Shanghai and Mayor of Shanghai, we not only acquired the experience of reform, but also promoted a series of exchanges and cooperation.
Over the past year, owing to the experience-learning of Shanghai Free Trade Zone, traditional views had been broken and effective practice, been executed, especially major reforms on the promotion of market access, administrative approval and invest system, which had achieved periodic progress and created a favorable environment for investment, entrepreneurship and development. Next, further attempts on innovative mechanism and difficulty-tackling will be conducted, strengthening "Four Types of Cooperation" and accelerating "Six Institutional Innovations”. As the pilot area to connect Shanghai Free Trade Zone, "Four Platforms" should further perform its pilot action and promote new achievements on reform in connection process, forcing the comprehensively deepening reforms of the city and creating highlights and laying foundation for the city\'s leading role in pilot practice.
The third process--- arranging and coordinating reform and pushing forward reform as a whole. As a profound and comprehensive social change, comprehensively deepening reforms is a historic system engineering, which requires concentrated breakthroughs and overall advancement as well, for correlations exist in reform, which means impact and coordination are inevitable among specific items of reform.
After the Third Plenary Session of the Eighteenth Central Committee of the CPC, based on the major issues concerning the overall development of major issues and institutions, top-level design had been conducted in Yichang City, with a layout of "1+10" comprehensively deepening reforms, defining new tasks on 10 major fields’ institutional innovation and clarifying 25 major items of reform. On learning from Shanghai Free trade Zone, "1+6+5" pattern of overall coordination had proposed in Yichang City. Now, the current reforms are advancing smoothly. Combining with the central and provincial overall reform deployment and the realistic situation of Yichang, a series of new and major reforms will be planed and promoted in the next step, especially on the efficiency of administrative approval and sectors’ service.
Not long ago, deep investigation on administrative approval reform of the city was preceded by the Reform Office of Yichang City and a valuable report was drafted by them. The report showed that, although measures like "license granted before certificate", "integration of three examinations into one", online registration and others had been conducted, problems like complicated procedures, long span of time and low efficiency still existed on administrative approval and hindered the investment initiative of market players, which required more effective measures and substantial progress on administrative approval reform and called for a favorable development environment, particularly when new changes on economy and social development of our country took place.
Recently the State Council specially issued "Circular on Issues concerning Sorting out and Regulating of the Preferential Tax Policies, which put forward requirements to the next investment of Yichang City that traditional investment-attracting path relying on preferential policies is no more available. Central signal is quite clear that the reform of fiscal and tax system will be a major item in future’s deepening reforms. The issue of such provision is to establish a fair market environment conducive to the implementation of the national macro-economic policy and is also an important measure to standardize financial discipline and deepen fiscal and tax reform. In the future, no region or department has the authority to publish tax policy or substitute subsidies with rewards to a company. Without preferential policy, future project introduction must depend on public services, supporting facilities and industrial chains rather than policies. That is, the development environment determines the efficiency of investment-attraction and environment-optimization is determined by reforms.
Now, when learning from Shanghai Free Trade Zone, we should stick to one principle "leave convenience to the company and inconvenience, the government". In the process of investment approval, there exist complicated procedures, which need long span of time to be finished. For an investment project, there are procedures like planning and designation, construction application and completion approval; only the planning of the project has 4 procedures and should get approved by Departments of Development and Reform, Planning and Lands; in construction application, construction drawings of a project should first be approved by Department of Housing and Urban-Rural Development, then bidding, transacted by Public Resources Trading Center; license, permitted by Planning Department and finally the approval of Civil Air Defense and Fire Departments; completion approval also has ten or twenty procedures. In addition, there are many approval preconditions: more than 180 preconditions before the official declaration, with an average of 5 preconditions in each approval procedure.
All these above show that great space is left for the optimization of project-approval. A good project can never be set up with problems like complicated procedures, low efficiency and unfair environment. Therefore, the city\'s major reforms should be the focus of relevant departments, making sure to grasp the rules of reform scientifically and enhance the sense of responsibility effectively. Meanwhile, functional advantages and creative work are also needed to promote the effective implementation of reform tasks. Only with the favorable environment can good project be introduced and executed.
Fourthly, the new breakthroughs should be made in improving people’s livelihood and welfare. Because improving people’s livelihood is both our starting point and ultimate goal in economy, city and Party construction and the general requirements of it can be summed up into the following “three further measures”.
The first “further measure”, the governing concept of giving priority to the people’s livelihood should be further strengthened because people’s livelihood is the issue concerning not only the people’s livelihood but also the reform and development, social stability and politics. Thus we vigorously ensure and improve the people’s livelihood as well as accelerate the pace of building the working pattern orientating “the big livelihood issues” in response to the expectations and voices of the people in recent years. Although the economic growth slows down, the rural and urban income keep rising all the time as we persist in “the big investments” in the big livelihood by properly “increasing” the public financial investment on the people’s livelihood. In 2013, the city’s fiscal expenditure on the people’s livelihood has increased by 20.3%, which accounts for 58% of the increase in the fiscal budget expenditure; it’s predicted that the city’s GDP has increased by about 9.5% and the urban and rural income over 10% with a higher increase in the latter. Meanwhile, we should persist in “the wide investments” in the big livelihood by properly decreasing “the dead spaces” to expand the coverage of both rural and urban areas benefiting from it. We have planned and implemented a series of major livelihood projects such as doubling the increase of urban and rural income, starting the businesses by the public, making the innovations on social governance, pushing forward urban forestation and beautification, building the best national food safety guarantee city, shaking off the poverty in the poorest villages, which have won the warm praise and support from the people. For example, we have proposed to build “the best food safety guarantee city” and released the opinions on building the food safety guarantee city as early as 2012, which is released one year earlier than the relevant ones released by the country. What’s more, it’s great that Yichang’s food safety standard system is the important reference for the national one. Lately, leaders of NPC, CPPCC and China Food and Drug Administration investigated Yichang’s supervision work of food and drugs. And then, they fully recognized the relevant works of building the best food safety guarantee city in China. The whole city tried to innovative ways which enhanced the effectiveness of improving people\'s livelihood. Xiaoting District’s “Five Services” platform, Changyang Tujia Autonomous County’s “electric platform of connecting with people “and Yiling District’s “helping the people” all reflected the governing idea of “putting people’s livelihood first”. We must firmly insist on the idea of “people orientation” and “governing for the people”, insist on putting the issue of people’s livelihood on “the top agenda” and serving the people with “the top quality”. Guided with the idea of people\'s livelihood oriented,We should also try to improve people’s livelihood and welfare and let people benefit more and better from the development outcomes through the eight aspects that are clothes, food, housing, traffic, work, education, insurance and medical care.
The second “further measure”, the foundation for guaranteeing the development of people’s livelihood should be further strengthened. There is no shortcut for improving people’s livelihood or solving the issues of it except speeding up the development, which needs to closely combine the scientific development and the improvement of people’s livelihood to accelerate development, bring forth new ideas in developing mode, optimizing developing structure, improving developing quality, accumulating more social wealth, so that a solid foundation can be laid for improving people’s livelihood. The investment on improving people’s livelihood in coastal economically developed region is usually several hundred millions of or billions of RMB, which cannot be achieved without the support of solid materials foundation and strong comprehensive power. The investment on people’s livelihood has been reinforced these years in our city, so the people have enjoyed more benefits brought by reforming policy. These attributed to the insistence, persistence and patience of regarding development as the most important task, and to the sustainable and healthy economic development. We must increase the economic aggregation by every conceivable means with focusing on improving people’s livelihood through accelerating the development, to provide more abundant materials for improving and guaranteeing people’s livelihood.
The third “further measure”, the long-term mechanism for improving people’s livelihood should be further boosted. The address, “There is no destination but continuous starting point for improving and safeguarding people’s livelihood. ”, that made by General Secretary Xi Jinping deeply explained the important and protracted nature of improving people’s livelihood. We must regard the perfection of long-term mechanism as the fundamental guarantee for improving people’s livelihood, and explore the institutional system good for people’s livelihood by following people’s new expectations to happy life. In order to provide strong system guarantee for people’s livelihood, we must standardize and institutionalize the new thought, method and measures which are good for providing wealth, benefits, and stableness to people. The projects about people’s livelihood must be implemented specially through system construction which includes establishing scientific decision-making mechanism, implementing mechanism, supervising and inspecting mechanism etc. Solving the issues of people’s livelihood should be regarded as the important index for appraising cadres’ administrative accomplishments, to make the improvement of people’s livelihood as conscious action and daily routine of all officials of different departments and levels, only by which the continual and long-term benefit for people can be guaranteed.
III. To promote scientific development and leapforward development in Yichang under the nation-building chessboard of "the Yangtze River Economic Belt"
Since the eighteenth national congress of the communist party of China, the CPC Central Committee and the State Council has made a series of new plans on China\'s regional planning and development strategy, of which "the Yangtze River Economic Belt" strategy exercised the most profound and far-reaching influence on Yichang. On the Central Economic Working Conference, Xi Jinping, the general secretary of China, put forward "three strategies", including "the Yangtze River Economic Belt", "One Belt and One Road", and "Bejing, Tianjing and Hebei", on current China\'s regional coordinated development. Apparently, "the Yangtze River Economic Belt" strategy was of great significance and importance in the overall national economic development. The Yangtze River Economic Belt, which covers 18% of the national drainage area, was the most dynamic economic region in China after Coastal Economic Belt. Its population and GDP both exceeded 40% of the national average. During his visit in Wuhan, Xi Jinping, the general secretary, made a clearly requirements on building the Yangtze River basin into a golden waterway. During premier Li Keqiang\'s visit in Chongqing, he also said explicitly that through golden waterway, a "String of Pearls" in Yangtze River Economic Belt would be built to support Hubei province, Hunan province, Jiangxi province and Anhui province developing city clusters in the middle reaches of Yangtze River together. Comprehensively, the goal of central government\'s decision was building the Yangtze River Economic Belt as a strategic support of achieving the great rejuvenation of Chinese nation, which would instill strong power into the development of provinces in the Yangtze River basin. According to forecasts of the experts, in the next 15 years, the overall growth rate of China\'s economy will remain at 7% to 8%, while the Yangtze River Economic Belt growth will exceed the average growth rate, after 2020 its total economy will account for 50% of the national economy. According to the calculations, the economic growth rate of Yangtze River Economic Belt will increase more than double-digit.
As the saying goes, we should assess the situation and act with rules. All of us should think deeply on how to plan and promote the development of Yichang with a higher and broader vision under national strategies. 2015 is the ends of "the 12th Five-Year Plan" and the start of arranging "the 13th Five-Year Plan". At such a historical juncture that links the past and the future, thinking and planning this has a more realistic urgency and necessity. I personally believe that the implementation of the national "Yangtze River Economic Belt" strategy is a great opportunity to build Yichang into a "big, strong, gifted, beautiful" modern megacity. We must keep enough sober on strategy and adequate strategic composure, grasping and enlarging this opportunity to instill new impetus and add new power into the third historic leap for the development of Yichang. We say that Yichang is the most important node city of the upper and middle reaches of the Yangtze River region, and regard it as throat and key of the golden waterway. And it has a very special position in the Yangtze River Economic Belt, and then what areas does this particularity lie in? Here, I will focus on following three aspects of positions, and talk about some personal experiences and opinions, and discuss with everyone.
The first position is important national comprehensive transportation hub and modern logistics center. We always say that a clear road in Yichang promised an unobstructed waterway in Yangtze River. Yichang has naturally synthetically conditions which may help to build into a comprehensive transportation hub in the middle and upper reaches of the Yangtze River, even in the whole Yangtze River basin. On the one hand, after the completion of the Three Gorges Project, the navigation conditions of Three Gorges were greatly improved. More than 600 km upstream of the dam waters of the Yangtze River formed a golden path, which helps the one-way transit capacity of the upper reaches of Yangtze River increase from 10 million tons to 50 million tons, and the water transportation ability expand five times, water costs decrease more than a third. It has become an important butt joint of central, eastern and western China. On the other hand, with the improvement of channel conditions, the Yangtze River has a good advantage of water carriage, which bring shipping industry into a golden period and the lock capacity is in great demand. The passing capacity of the Three Gorges Project is becoming an important bottleneck to the shipping industry. According to the data of the Changjiang Water Resources Commission, from 2004 to 2011, the annual gross of goods shipping increased from 34310 thousand tons to 100330 thousand tons. We have met the goal set for 2030, 19 years ahead of the schedule. It is estimated that by 2030 the goods shipping of the upper reaches of the Yangtze River will keep a sustained growth of 20%. A great deal of attention has been paid by the central government, the government in the upper and middle reaches of the Yangtze River region, enterprises and the society. Everyone has made his great efforts to improve the shipping capacity of the Yangtze River. As the home of the Three Gorges Project, Yichang has become a focus of attention and working to all factions. Yichang has acted at the very beginning around transportation over the dam, and a lot of productive works have been achieved. The picture of the transportation system over the dam has been made maturely, and high attention has been paid by the central government and provincial government. For example, Zigui government proposed to construct a supporting Fanba Logistics Industrial Park of the Three Gorges, which attached great importance by Hong Zhong secretary and he made important instructions and pointing out that the "Three Gorges Fanba Logistics Industrial Park is not only the matter in Zigui, Yichang , but a major event of the province. We should be closely integrated with Yangtze River Economic Belt construction and put this project into the provincial strategic plan, and promote the plan as a major provincial project". It can be said to be truly national layout, the provincial strategy, and Yichang implemented. Not long ago, Xiao Dong, executive vice governor of Hubei province, with officials from Provincial Development and Reform Commission, Department of Transportation, Hubei Provincial Finance Service and many other relevant departments have attended a thematic meeting in Zigui, providing a vigorous support in policies, funds and many other fields. Chongqing also expressed a strong willingness to invest and cooperate to build the Three Gorges Fanba Logistics Park. The reason why this county-level project has achieved a high attention by Provincial Party Committee, provincial government and Chongqing government is that it is a strategic project to solve the bottleneck of Yangtze River shipping industry. The average shipping freight price is only 3 cents / ton-kilometers, about one sixth of railway, one fifteenth of highway. The advantages like cheap, safe, green, low carbon of waterways are obvious. The preferred material input way from Midwest to eastern and out of the country is waterway. But now the problem is that two dams within the Yangtze River in Yichang locked the Yangtze River. Only clear transportation of Yichang, the distribution door, can promise a clear butt joint of western, eastern, and central China; can provide the door to the smooth transfer of the gradient along the eastern industry; can give full play of the golden waterway\'s radiation driven function to the economy of the areas along the Yangtze River and the economy of the whole country. So building a golden waterway in Yangtze River said by general secretary or building a "String of Pearls" in Yangtze River Economic Belt said by premier, Yichang is an important traffic node, and no transportation hub in Yangtze River can compare with the status of Yichang. Wang Ming, deputy director of the National Development and Reform Commission of the Institute of Comprehensive Transportation, specially wrote that "the state will create a strong logistics organizational capacity building in the area of the Three Gorges, and Yichang is the only important node city to bear the logistics services of areas across dam. The opportunity to build Yichang into a modern integrated logistics hub has emerged. "Provincial Party Committee and provincial government decided to build the Three Gorges Fanba Logistics Park together with Yichang and Three Gorges Corporation. At the same time, striving to undertake project of building a Fanba integrated transportation system in Three Gorges, which is an important investment during the period of "the 13th Five-Year Plan". So, the significant problems on how to seize the opportunity in the Yangtze River Economic Belt construction, how to give full play to our special advantages of linking the eastern and western regions as the best port in Three Gorges, how to comprehensively promote the construction and connection in a variety of transportation mode, such as water carriage, highway transportation, railway transportation, air transportation and pipeline transportation, how to further improve a networked, standardized and intelligent regional integrated three-dimensional transportation system, by which Yichang can future improve the strategic support to the Yangtze River Economic Belt, should be thought quickly, deeply and comprehensively.
The second position is the model base of industrial transfer in east coastal areas.
After the Second World War, the multinational companies, which control the development of international economies, would rearrange the global strategy in every 20 years to minimize the operating cost and maximize the profit. Therefore, in every 20 or 30 years, the industries will have a regional expansion and transferring, which has been a common but an important phenomenon in global economy development. Around the world, there have been three major industrial transfers. The first was in the 1950s, transferred from the US and Europe and other developed countries to Japan; the second was in the late 1960s, from Japan to Four Asian Tigers; the third was in the mid-1980s, from Four Asian Tigers to China\'s eastern coastal areas. At present, with the rise of manufacturing factor prices in China\'s coastal areas, the obvious industrial transfer trend from eastern coastal areas to inland is considered as the world\'s prelude of the fourth round industrial transfer, which provides Midwest areas with a great opportunity to achieve catch-up and leap-over development. In this regard, we must maintain adequate sensitivity. Today, the important character of industrial transfer from east coastal areas to inland is echelon transferring along the Yangtze River to Midwest areas, which is a basic trend. The most typical move-out place are Shanghai, Suzhou, Hangzhou, Wuxi and so on, and the major transferred industries are electronic information, machine manufacturing, metal work, building materials, and clothing industry. Comprehensively, the major attractive factors of industrial transfer from east coastal areas are cost advantage and partial technological advantage, such as lands, plants, work force, raw materials and so on. But what is more is the broad market in mainland. According to the experts, the major industrial transfers from east coastal areas accepted by inlands are Pided into four kinds. The first kind is cost reduction type, which developing costs in east coastal areas are much higher than in inland. The second kind is resource utilization type, because the inlands are rich in mineral resources and agricultural by-products. The third kind is market development type. They invest places with strong radiation function to seize the immediate market opportunities and commanding heights. The last kind is industrial cluster. They choose places with strong industrial supporting ability. As an important node city of industrial transfer form east coastal areas to Midwest areas in the Yangtze River Economic Belt, Yichang has comprehensively competitive advantages of accepting the industrial transfer form east coastal areas. Compare to the east coastal areas, we have competitive cost advantages in work force, lands, energies and so on, which has a strong attraction to industrial transfer of labor-intensive industry. Other important factors to attract industrial transfer from east coastal areas are our abundant water power, minerals, agriculture, and forest resource. Located in the boundary of the middle and upper reaches in Yangtze River, Yichang has a broad market, and not only has the conditions to accept the industrial transfers of labor-intensive processing industries from coastal areas, but also has the advantages to attract industrial transfers of market-driven industries. What’s more, our strong industrial foundations and industrial supporting ability also have a great attraction to industries from east coastal areas achieving cluster development. As the most attractive city to invest in China, Yichang has top-ranking development environment, which are important conditions to attract industries in east coastal areas to move to Yichang. Comprehensively, we can achieve an assessment that Yichang has synthetically conditions to become a model base of accepting industrial transfers from east coastal areas. We say that we should integrate industries with city and combine industries with city. So where there is an industry there is a city. A strong industry is always a foundation of a flourish city. So, problems of Yichang on how to seize opportunities on the fourth-round industrial transfer, how to accept more industrial transfers and how to accelerate to build a cluster industries with international standard and Yichang characteristics based on developments of the Yangtze River and key areas along the river, focused on "six billion RMB industries", and carried by "the four platforms", are an important work which need us to plan and promote during the period of "the 13th Five-Year Plan".
I have said previously that according to the regulations in "Notice about Clearing and Standardizing Preferential Policies of Tax Revenue" issued by the State Council, except for the rights given by special tax law and "Law on Regional Ethnic Autonomy of the People\'s Republic of China", all districts should not make preferential tax policies. Without the approval of the State Council, laws, regulations, rules, developing plans and regional policies drawn by each department should not specify preferential tax policies. In future, local government can not make arbitrary preferential policies. So what do we use to accept industrial transfer from coastal areas and attract business? We should take advantage of and rely on investment environment, public service, complete supporting facilities and cluster of industry chains.
The third position is the key city of "Three Gorges agglomeration". There are 9 provinces and 2 municipalities with more than 200 square km total areas. To make such a vast and uneven in development area integrated and form a supportive area in China\'s economy, we should build agglomerations areas by areas, then integrate as a whole through the butt joint of them. This has become a consensus of the State, provinces and municipalities city in Yangtze River basin and all aspects of society. At present, there are three big agglomerations in the Yangtze River Economic Belt. Xu Shaoshi, director of NDRC, once mentioned the four strategic positions in the Yangtze River Economic Belt, of which the first was building these three basin agglomerations, including agglomeration in Yangtze River Delta, agglomeration in the middle reaches of Yangtze River and agglomeration in Chengdu and Chongqing to support the Yangtze River Economic Belt. According to the universal law of regional economics and urban geography, the radiation function of agglomeration has a range which is roughly the same with the radiation function of key city in this agglomeration, about 300 km. So it needs a second-level agglomeration to connect between these three agglomerations. Currently, there is a Wanjiang urban belt between Yangtze River Delta agglomeration and agglomeration in the middle reaches of Yangtze River. In the early 1990s, at the opening-up period of Pudong district of Shanghai, the people in Anhui province began to take action and named the Yangtze River within the territory of Anhui province "Wanjiang", about 400 km. They has made a decision of “developing Wanjiang, echoing Pudong" and put into effect. In 1995, Anhui province issued "Opinions on some problems of Wanjiang\'s further development and opening-up" and made "plans for development and opening-up of the Yangtze River Economic Belt in Anhui province", which helped Wanjiang area developed rapidly and formally named "Wanjiang Urban Belt" at the turn of the century, and wrote into the papers of the rise of central China. In 2010, the State Council officially approved the "plans for building model base for accepting industrial transfer in Wanjiang Urban Belt". The “Wanjiang Urban Belt" became an officially national strategy.
But there is lacking of a second-level agglomeration to connect agglomeration in the middle reaches of Yangtze River with agglomeration in Chengdu and Chongqing. Yichang is now under construction and formation to become the regional key city in the upper and middle reaches of the Yangtze River and the sub-center city of Hubei province. It bears a historic task of gathering, radiation, driven the "economic collapse zone" with more than 400 kilometers between the two central cities of Wuhan and Chongqing. Therefore, since last year, the municipal government has conducted a systematic deep thinking on how to achieve coordinated development of the cities in Three Gorges area and made a special report to the provincial government on proposing planning to construct a "Hubei Three Gorges City Group" in the Three Gorges area, which strived to become a national strategy and achieved fully approvals by the provincial government. Secretary Hong Zhong points out clearly that "Three Gorges agglomeration" is a flagging platform. Yichang municipal Party committee and government should follow the general direction, think deeply and further improve researches and plans to give full play to the radiation function of Yichang and making solid foundation of building a flagging platform. The Provincial Party Committee and provincial government has spoken highly of and placed a great expectation on this work. This idea has also achieved a positive response from all aspects. Qin Zunwen, the Vice President of Hubei Academy of Social Sciences, wrote on the "Outlook", an important Xinhua News Agency\'s publication, that we can foster a new inter-provincial city group between Hubei and Chongqing, which is the "Three Gorges urban agglomeration" in order to play an important role in the convergence to the entire Yangtze River Economic Belt. It covers Yichang, Jingzhou, Jingmen, and Enshi in Hubei province and Wanzhou, Yunyang, Fengjie, Wushan, and Wuxi and some districts and counties in Chongqing and Changde in Hunan province and other places, with a 70000 km total area, which was roughly the same with the ideas and plans reported to Provincial Party Committee and provincial government by us. “Three Gorges Daily” conducted a media coverage with three provinces, such as Hubei, Hunan, and Chongqing and nine cities, which showed great momentum and achieved good results. Through the interviews of regional government, departments, enterprises and communities in Three Gorges region, the various aspects have a common desire, urgent requirement and a good foundation of strengthening the joint development of the Three Gorges City in order to achieve policy and project, to share resource and exchange information together. We should zoom in and take advantage of good cooperation and win-win "common denominator" and "common interests". Next, the Three Gorges University, Hubei Academy of Social Sciences will jointly host a high-end "Forum of the Three Gorges Urban Development Cooperation” in Yichang. We will invite a group of national experts and scholars to further promote thinking, momentum and gain consensus of the construction and development of the Three Gorges Urban Agglomerations. The strategy of "Three Gorges Urban Agglomeration" has been pretty clear. And it has a broad social base of rising to the provincial strategy and even to the national strategy. Whether in the total economy, city size, integrated functions, or geographic conditions, Yichang has the qualities to become the center of this group in the Three Gorges areas. To build Yichang into a "big, strong, gifted, beautiful" modern mega-cities, We must have broad space for development, we must plan for development on a larger platform, we must integrate resources in a broader range, and we must change the limited administrative region into a vast developed hinterland, and we must cooperate instead of fighting alone, and achieving better and faster development in the open cooperation. We must further deepen our understanding of this major strategic idea of planning and promoting the "Three Gorges Urban Agglomeration". In planning the development of "the 13th Five-Year Plan”, we must fully take into account this factor and consciously placed Yichang in the position of the central city in "Three Gorges Urban Agglomerations". We should plan ahead to promote Yichang to play a greater role in this "flagging platforms".
IV. To shoulder the historical task of building modern megacity with two principles of "honest officials and promising career".
We should adhere to leads of law, deepen reform and innovation, and accelerate the construction of a modern mega-city, which is a comprehensive test of our team, style, skills, and environment. Currently, when concerned about the economic situation, we must guide the cadres, especially leading cadres, remaining the contending up and enthusiastic. We should make every effort to promote economic and social development of the city to a new level, with these two principles of "honest official, promising career" and take on the historical task of achieving Yichang dreams, and do not live up to the trust of the organization and the people.
First, develop the measurement of performance. The ultimate goal of style building, a clean government, and cadre’s selection mechanism is to promote development. Therefore, we have to measure in development and performance. We say that the style was improved, capacity lifted, and the team was honest, but we did nothing. If there are no changes in the urban landscape, no improvement in people\'s living standards, the previous improvements are not convincing. Currently, we are in a critical period of climbing the ridge, changing the style, and taking responsibilities bravely. In a word, just do it! Economic downturn is not terrible, but downside spirit is terrible. Without doing, we can not become responsible; without doing, we can not harvest any development outcomes. Party members and cadres should always maintain a high-spirited initiative and hard working spirit, and strive to make a first-class job performance.
Second, we need to develop with the spirit of undertaking responsibilities. The key of a strong Party spirit is undertaking responsibilities. As the saying goes, in its place, do its job; on its duty, take its responsibility. After several years hard working, now we must unload our past burdens. As the improvement of ecological environment, we are facing new stage, new normal, new opportunity and new challenge. So we can not decrease the target because our tasks are still heavy. Facing with new challenges in new normal, we need to keep up the pressure, but also determined to further strengthen confidence in a more proactive stance. We should take the initiative to act with more courage, firmly grasp the initiative for development, and constantly create a new situation of reform and development. This year, we carried out a special investigation work of cadres on the topic of “investigate responsibility, promote career", and achieved good results around the city. Next, we want to continue to carry out this work. As to the "doing nothing in office", "clean but lazy" issues and trends among cadres, we will targeted on remediation and correction. We will educate and lead cadres to take responsibilities bravely, diligently, and be willing to undertake difficulties, and dare take risks. We should strive to become a good cadre of "honest official, promising career", and ensure that the objectives and tasks of reform and development are completed.
Third, we must promote to take responsibility with a distinctive direction. Since the 18th National Congress of the Communist Party of China, the central government introduced a series of bans so that some cadres felt "being an official is not easy." Today some cadres are reluctant to behave because they are afraid of making mistakes. There are ideas, such as "Rather than make a mistake, it is better to do nothing," and "can not and will not do", lie in their minds. As cadres, we must act as lead roles in social service. We may make mistakes in working. Perhaps we may not make mistakes if we quitting, but quitting is the biggest mistake. And problems of "public wrong" and “private crimes" are two different things. We encourage try and error, fault-tolerance, which is to encourage exploration. We need to make progress in try and error and seek improvement in fault-tolerant. We can not let the working errors impact on the initiatives of cadres. Now there is a public tendency of whipping "fast bull", which means a lot of criticisms and oppositions often followed office-bearers. In this regard, we have to establish a more correct direction of employment. As General Secretary Xi Jinping pointed out that "employ a sage will turn more people into wise, emulate those better than oneself will become common practice. The chosen people are the benchmark, which will lead cadres’ style, and even party style." On the evaluation and selection of cadres, our guidelines need to be clearer. With the criteria of work hard, work effectively and work successfully, we should select the cadres who are passionate, responsible and capable regardless of seniority, ranking. And we will further create a good environment of working, tolerance of errors and public wrong.
Cadres, we need to seize this unprecedented new opportunity and solve a chapter of problems with full efforts. And a variety of new challenges need us facing together. Under the correct leadership of the CPC Central Committee, State Council and Provincial Party Committee, provincial government, and inspired by the guidelines of the Fourth Plenary Session of the 18th CPC Central Committee spirit, let us unite and lead the people of the city advancing with the times, doing solid work, and working together with a new style, new act, new achievements. Let us make new and greater contributions to adhere to the leads of law, to deepen reform and innovation, and to accelerate the construction a "big and strong, healthy and beautiful” modern mega-city!
